A home builder says Kansas City, Missouri’s energy code is preventing new construction of single-family houses.Last September, the city installed the 2021 International Energy Conservation Code.“It does play a factor in deciding where to go,” said Dennis Shriver of Liberty’s Hearthside Homes.Shriver just recently completed a house in Liberty’s Homestead Hills subdivision.To make it energy efficient, it has insulation throughout the unfinished basement.The home also an energy efficient water heater and HVAC system.Shriver says it would’ve been much more challenging and expensive to build the same home in Kansas City due to a tangled web of red tape in the permitting process.“You’ve got to take into account the additional costs that it takes to build and Kansas City versus other cities,” he said.“It just it adds to an already difficult climate to build new housing,” said Kansas City Councilman Wes Rogers.On Thursday, Rogers introduced a measure to streamline Kansas City’s …
