Slidell teacher says school knew of teacher sexual misconduct [Video]

Two Slidell teachers are without a job after being arrested on allegations of inappropriate behavior with students. Slidell Police Department officials said an investigation into one of the teachers led to additional charges for her and the arrest of another teacher.WDSU spoke exclusively with another teacher from Slidell High where situations allegedly unfolded. The teacher did not want to be identified out of fear of retaliation, but said the two teachers that were arrested were good friends. Slidell PD arrested 35-year-old Alexa Wingerter and 31-year-old Shelby Cavignac. The teacher told WDSU that not only are the two women well connected within the school, but several teachers and students within the school had been complaining to higher-ups at the school about sexual misconduct with Wingerter in particular for years.On Wednesday, Cavignac was arrested, and Wingerter was re-arrested on additional charges. Wingerter was originally arrested earlier in the year. Both teachers now face charges from sexual conduct between an educator and student, to indecent behavior with a juvenile, each accused of having inappropriate relationships with multiple male students. “They’ve known. They’ve known on more than one occasion. Not just this year. For the past several years. Several different teachers on several different occasions have spoken to several different administrators. Because of who Alexa Wingerter was, who she was friends with and related to, it was swept under the rug.”WDSU asked St. Tammany School officials if they could confirm that the teachers were well-connected at the school and throughout the parish. They had no comment on the matter.They told WDSU they acted swiftly on the matter as soon as it was brought to their attention by Slidell PD. Based on St. Tammany Jail records both women were booked and released Wednesday. Wingerter on a $40,000 bond, Cavignac on a $7,500 bond.St. Tammany Schools released the following statement:Ensuring the safety and well-being of our students is our top priority. I condemn these actions in the strongest terms and emphasize that such behavior is entirely unacceptable and contrary to the values of our school community. We understand the communitys concerns and are committed to ensuring that our schools remain safe environments for learning and student success. Our district has acted swiftly and is fully cooperating with law enforcement during their investigation. We urge anyone with information related to these incidents or any other concerns to contact law enforcement immediately. We have strict policies and protocols in place to address and prevent such misconduct, and we remain dedicated to fostering a safe and supportive educational environment for all students. STPPS Superintendent Frank Jabbia**Just want to clarify these are former teachers**School Board President James Braud said, “Everyone is innocent until proven guilty, but if it’s true and it’s been going on for years, someone should have known about this and reported it per the law long before this.”WDSU reached out specifically to administrators at the school for comment and were told “no comment.”

The Supreme Court strips the SEC of a critical enforcement tool in fraud cases [Video]

The Supreme Court on Thursday stripped the Securities and Exchange Commission of a major tool in fighting securities fraud in a decision that also could have far-reaching effects on other regulatory agencies.The justices ruled in a 6-3 vote that people accused of fraud by the SEC, which regulates securities markets, have the right to a jury trial in federal court. The in-house proceedings the SEC has used in some civil fraud complaints violate the Constitution, the court said.The SEC was awarded more than $5 billion in civil penalties in the 2023 government spending year that ended Sept. 30, the agency said in a news release. It was unclear how much of that money came through in-house proceedings or lawsuits in federal court.The agency had already reduced the number of cases it brings in administrative proceedings pending the Supreme Court’s resolution of the case.The case is among several this term in which conservative and business interests are urging the nine-member court to constrict federal regulators. The courts six conservatives already have reined them in, including in a decision last year that sharply limited environmental regulators’ ability to police water pollution in wetlands.The high court rejected arguments advanced by President Joe Biden’s administration that relied on a 50-year-old decision in which the court ruled that in-house proceedings did not violate the Constitutions right to a jury trial in civil lawsuits.The justices ruled in the case of Houston hedge fund manager George R. Jarkesy. The SEC appealed to the Supreme Court after a divided panel of the New Orleans-based 5th U.S. Circuit Court of Appeals threw out stiff financial penalties against Jarkesy and his Patriot28 investment adviser.The appeals court found that the SECs case against Jarkesy, resulting in a $300,000 civil fine and the repayment of $680,000 in allegedly ill-gotten gains, should have been heard in a federal court instead of before one of the SECs administrative law judges.Jarkesys lawyers noted that the SEC wins almost all the cases it brings in front of the administrative law judges but only about 60% of cases tried in federal court.The appeals court also said Congress unconstitutionally granted the SEC unfettered authority to decide whether the case should be tried in a court of law or handled within the executive branch agency. And it said laws shielding the commissions administrative law judges from being fired by the president are unconstitutional.Those issues got virtually no attention during arguments in November, and the court chose to resolve the case only on the right to a jury trial.
