Syracuse, N.Y. — Torrential rains struck much of Upstate New York as the remnants of tropical storm Debby rumbled through on Friday.
Severe flooding hit Steuben County, where rescue crews pulled people from houses and cars. Heavy rains also caused road closures through the Finger Lakes and the Southern Tier.
